David Nitsch, PhD, MPH, NRP is a Bureau Director at the Pennsylvania Emergency Management Agency. He is also an adjunct faculty member at Thomas Jefferson University in the Emergency and Disaster Managment program. Mr. Nitsch has an extensive background in the emergency services, emergency management, and global health. David has served as a Medical and Rescue Specialist with the Pennsylvania Urban Search and Rescue Task Force, and as a Personal Security Specialist and Medic in Iraq and Afghanistan. Mr. Nitsch has a particular interest in displaced populations and the unique health and social challenges brought on by displacement. He continues to serve internationally in Central and South America and most recently in Poland and Ukraine.
